Why is the Corps changing its information technology (IT) systems for human resources?
Transformation mandated a new set of capabilities for force management. Our present IT systems cannot do what Transformation mandates. The Corps must be able to better match its officers to job positions, must better track and assess the varied skills our officers possess, and must become more aware of what skill sets it needs to develop in its officers. A greater awareness of the Corps workforce as a whole will enable the Corps to offer career development tracks in support of the public health needs of the country.

I heard we are migrating to PeopleSoft. Why?
The President's Management Agenda established requirements for consolidating Government human resource services that are similar among different departments. The OMB mandates that any organization in the Federal Government seeking to revamp its human resource (HR) systems should consider adopting the PeopleSoft HR application. The significant IT changes and costs resulting from the Transformation required department approval, and the HHS Chief Information Officers Council suggested that the Corps adopt the PeopleSoft application.

Why are we using the Coast Guard PeopleSoft application?
The Coast Guard’s PeopleSoft application, entitled Direct Access, has been serving uniformed personnel for the better part of a decade. The Corps analyzed the IT investment options available to it and chose Direct Access in part because we share many common HR practices with the Coast Guard and National Oceanic and Atmospheric Administration, which also uses Direct Access. These practices include position management, profiles of our officer skill sets and preferences, and potential for career development based upon identified job needs and officer interests.

The Coast Guard has begun the process of upgrading and revamping their system over the next few years. By partnering now, the Corps can achieve a new system that meets our needs as part of a greater whole.

When is this happening?
We have just signed an agreement with the Coast Guard. The Corps has identified initial funding for this investment and is actively seeking additional funding. OMB and the department are supportive of this effort, and we anticipate long-term cost savings as a result to the move to Direct Access.
