What are the most recent developments in the Functional Group area?
The Functional Groups section of the Transformation has completed the following:
- Initial organization of five functional advisory committees (FACs)
- Applied Public Health-FAC
- Clinical-FAC
- Mental Health-FAC
- Research-FAC
- FAC chairs
- Functional group definitions and criteria for the four functional group areas
- Initial draft of the Functional Group Overarching Policy document, which provides the basis for formalizing the FAC infrastructure and provides the initial functional group concept implementation recommendations.

What is the functional group system?
The functional group system will allow for all officers to be grouped in two ways:
- By category—A system that will not change per the functional group system
- By functional group per billet assignment.
- Billets will be classified as either:
- Clinical
- Mental Health
- Research
- Applied Public Health.

What is the rationale for the functional group system?
- To create a matrix organizational structure—utilized by sister services
- To enhance and complement (but not replace) the current vertical category structure
- To allow for tracking and counting of officers by their billet function in addition to their category
What are the most important next steps for the functional groups?
The FAC chairs are developing a new Functional Group System operational paper as requested by the Transformation Senior Leadership.
