What are the CAM Teams?
Secretary Leavitt directed the Corps to increase the active duty force strength by 10% to 6,600 officers by January 2009. To achieve this goal, significant changes to the organization and business processes of the Office of Commissioned Corps Operations (OCCO) Divisions of Recruitment (DCCR) and Assignments (DCCA) were deemed necessary. As of December 1, 2007, those changes were implemented. DCCA is now organized into four teams of Career and Assignment Managers (CAMs), each of which focuses its attention on specific professional categories. CAMs will work with applicants from their first application through to their call-to-active duty, current active duty officers (toward identifying new career opportunities), and HR Specialists in the agencies. Additionally, the leaders of DCCR, Suitability/Security and Physical Qualifications will work closely with the CAMS as an integrated unit. The goal of these changes is to establish an intensive and highly effective internal process that will maximize collaborative efforts with agencies/organizations seeking Corps officers, and ultimately accomplish the Secretary's goals for growth of the Corps.

What is the CAM’s focus?
The initial focus is to usher applicants through the application process; Appointment Board, Medical Review, Security Clearance. Our goal is 60-90 days for Calls to Duty. By facilitating communication between the applicants and the OPDIV/STAFFDIV/non-HHS organization contacts for vacancies and positions, this will ideally decrease the length of time for a Call to Active Duty (CAD). As the CAMs evolve, they will also assist active duty personnel in career decisions relating to assignments.

How do they act as a resource?
The Recruitment Division answers questions about the application process and provides information about the Corps. After an applicant has submitted an application (PHS Form 50), he/she should contact the CAMs for additional processing information. For CPOs, PACs, Liaisons, Program Managers, and HHS Staff, the CAMs post vacancies, provide applicant data on education/training, special skills, availability, and preferences. They also provide data on active duty officers, including Corps strength, education/training, and specialty skills. Assistance is given by the Human Resources Specialists in the processing of the following types of documents: 1662s, 1373s, memos, requests to create/change/update billets, etc. For our active duty officers, the CAMs assist with orders, billets: create/change/update, transfers, assignments, details, separations and other general questions. However, please understand, our primary focus at this time is on assisting new applicants with the process and processing orders for existing officers. Eventually we hope to be more active in facilitating ‘matches’ between applicants/officers and needs/vacancies.

I know my agency sent in the 1662 for my transfer/billet update/reassignment, but I haven’t received my orders. How do I find out what happened?
First, check your eOPF. All personnel orders are scanned into the officer’s personnel file and officers are to download them from there. Only call-to-active-duty (CAD) orders and retirement orders are mailed hard-copy to the individual. However, always feel free to call or e-mail your CAM Team.

My agency/program has a vacancy for a commissioned officer. How do I make sure it is announced?
E-mail your CAM Team with pertinent information about the position—include position name/title, agency and geographic location, contact’s name, phone number, and e-mail. Include highlights about the vacancy and site location, if possible.
